Unlike wood or prefabricated steps, poured concrete stairs are a monolithic mass of concrete that includes the treads, risers, and the solid fill underneath. Building codes govern the dimensions of concrete steps for safety. The International Residential Code (IRC) requires a maximum rise of 7.75 inches and a minimum run (tread depth) of 10 inches. All risers in a flight must be uniform within 3/8 inch, and all treads must be uniform within 3/8 inch. The minimum stair width is 36 inches, though 48 inches is more comfortable for entry stairs. Handrails are required for flights of 4 or more risers. Concrete steps are formed using plywood or lumber forms built to the exact profile of the staircase. The forms must be heavily braced because wet concrete exerts significant pressure — a 4-foot-wide stair with 5 steps can weigh over 2,000 lbs.
